Yes, it is adjustable, but the primary adjustment is made during installation as shown in the instructions that come with the mirror. (Minor adjustments can be made after installation.) Once installed, it is fixed in position so that it doesn't come out of adjustment, even during the vibration of riding or if bumped. Happy Riding!

Is the mirror made of plastic or glass

Sorry, I hit enter before I meant to. Here you go, right from the listing: “Hand cut optical glass (not plastic). Clarity that plastic cannot match.” To provide more information, the Italian Road Bike Mirror has been improved even more starting in 2017. It features a “front silvered mirror” where the front surface of the glass has a vacuum deposited hard aluminum coating on the front, it is not “silvered” on the back like a common mirror. (There is no grey silver backing as you find on a typical household or automotive mirror.) This front silvering eliminates ghost images which are seen in common rear surface silvered mirrors. A front silvered mirror displays the best possible refracted reflection. What does it take to install?

Remove the handlebar tape from your left (traffic) side handle bar. Install the mirror, tape it in place with a little electrical tape to check the angle. Go for a short ride (driveway, down the street and back) with your hands in the most-used position, make adjustments to the angle of the mirror so you can see behind you (could take a few test rides) then reinstall your bar tape over the mirror. It was actually very easy to do.
