Can this be used to cut around outlets on subway tile?

Highly doubtful...that would be cutting around an electrical outlet would be impossible...usually that would require an 'L' shape ou 'U' shape, if it in the center of the subway tile this cutter would be useless.

will this cut mosaic limestone tiles?

It is highly doubtful , l returned the cutter because l needed something to cut glass tile. It probably work for glazed ceramic tiles....but not much else....Mosaic limestone tiles would probably be a no-no.

Why has this not shipped yet for my order on 4/22/2022

Will it cut travertine tile?

I do not know. I have travertine tile but I did not lay it as it is to costly to experiment with.
