The version I have has the lip on the bottom shelf, so I don't know if the basic measurements differ between the two different styles - On mine, the clearance between the top of the lip on the bottom shelf and the bottom of the top shelf is a about 19-7/8" The lip is about 2" high, so possibly 21-7/8 with no lip.
