Do you have to empty and refill the water for each cycle?

you don't have to. Depends on if you want clean water every time. I try to put pale items that just need a quick wash in first - remove and spin ( using a separate spinner because the spin dry part of the machine is really not vey good ) then put darker stuff in while the water is still hot.

Is the spinner any good please

Good enough for small items, tops, underwear. Heavy or bulky items will still be wet but not dripping. You can quickly see when it has spun as much as it will as the water stops flowing out. What it does, it does pretty quickly.
