Vinegar is INCI for Apple Cider Vinegar. The International Nomenclature of Cosmetic Ingredients, abbreviated INCI, is a systemic name for waxes, oils, pigments, chemicals, and other ingredients of soaps, cosmetics, and the like, based on scientific names and other Latin and English words. Therefore, we say "Vinegar" rather than "Apple Cider Vinegar", because Vinegar is the INCI for Apple Cider Vinegar.

Does this really help with frizz?

For my hair it does. But the only way to know is to try it for yourself. I always give it at least 3 to 4 weeks to know for sure.
