No point in cleaning the rust off - just change the elbow
I live in Northern California, not too far from the ocean, and the salt air eats bike parts for breakfast. I buy and refurbish bikes and this part is almost always a rusty mess, so having some new, smooth-operating ones as replacements just made sense and makes brake refurb much easier.
