Q: Would this vinyl work to make a car decal?

For anything that is outdoors I would use Oracal 651, definitely lasts longer than cricut permanent vinyl. I bought this for an indoor project, but I really didn’t like it.

Q: does the adhesive side also looked brushed? I need to apply to underside of clear clipboard, so image will be seen from sticky side

No the adhesive doesn't look brushed.

Q: How can I make sure this stays in well in Mugs? Are there any tricks without having to seal them?

I don't recommend this vinyl for cups.
