Sk stands for small kids. They are smaller than the K sizes. And yes 1-3.5 and 11-13 are shoe sizes.

The largest kid size shoe is 13.5, then kids move into shoe size of youth 1-7, then they go into adult size shoes, 7-13 or above. So my 3 year old wears a kids 10, my 8 year old wears a youth 2, and my 11 year old wears a youth 6.

My 9 year old daughter's foot is about a 2 1/2-3 right now, depending on the shoe or sneaker. I just got these for her in size K(1-3 1/2) and they fit in most of her shoes very well. They are not too wide and the arch of the support seems to fit her foot's arch in the right spot. Hope this helps! :)

I got these for my grandson who wears size 3. They were a perfect fit. Since they are not fill length inserts they could fit a 2 1/2. I don't think you could trim them.
