Q: What’s the measurement of these cheek guards? I’m looking for bigger sized cheek guards to hopefully stop my horses chewing on the reins problem.

This probably won’t stop your horse from chewing the reins as if the reins are at a longer length it could still get to it and chew it, these are a good size but definitely wouldn’t stop a horse from chewing on the reins

Q: Does this fit even a small 4" pony bit?

I'm sure they would, but beware because they are VERY hard, not stretchy at all. I put them under a hair dryer, boiling water, etc. and they were still unuseable. I ended up buying different ones.
