Q: Can this withstand outdoor use, in temperatures varying from -10F to 120F? And is it flexible like rubber?

I don't know if it would hold up to such extrema weather conditions. Maybe for a short time. The adhesive defiantly would not. You would have to use you own glue. The sheets are very Flexible more like cardboard then rubber. You can roll the sheets up. When storing them you want to store the flat so not crease or warp them. These sheet are perfect for placing on objects you want to stick magnets to. Such as base of wargaming models. You could buy a sheet and do your own test on it. They are cheep enough.

Q: Would a space marine sized miniatures with a N35 magnet on the base adhere to this well compared to steel? For example could you flip it upside down?

How i used the Flexible Steel Vinyl: I used it on my Napoleon miniatures. I cut the Flexible Steel Vinyl into rectangles and attached it to my bases models. I bought Steal Brownies baking pans with lids to store my models in. I put button magnets in the trays and the Napoleon Miniatures would stick to the magnets in the tray. Using the Flexible steal Vinyl dose not add much height to the Model. If you attack the model directly to the magnet, the model will sit up a lot higher.

Q: How strong is this while using a neodymium magnet

The flexible steel vinyl is not magnetic, but Magnets will stick to it. I use it to store my historical miniatures in a brownie pan. I put the vinyl on the bottom of the miniature so they will stick to the button magnets in the brownie pain

Q: Do u have 12x12 sheets i need two

I don’t know of a source for that size. For my purposes, I simply cut sheets to fill the space as needed.
