Q: Is this a moisture barrier as well?

My assumption is yes as foil is used as a barrier in sauna's and that is why I purchased the product. It is very tough and I did not notice any permeable holes.

Q: what is the best way to apply? attach ?

I use a smack stapler. It's a construction stapler.
