Q: Does this work ok with standard Aluminum allow rims, or is it ONLY for carbon rims?

I wouldn't use it on aluminum rims - I would use the old continental orange glue instead. I have only used this stuff on carbon rims, and while it stuck a conti tire OK, I have had all kinds of trouble getting a good bond with Vittoria tires.

Q: Can you use this glue for patching tubes as well?

It MAY work short term, but I discourage it. It will not be as flexible as patch glue. With this type of tire (sew-ups) field repair of tubes is very complex, I would just attach a spare tire that I carry; get home; perform proper repairs.
