If i have riders in positions 1-5 with fx6 headsets, and then add position 6 with an fx8, can that rider add a 7th headset that's also an fx8?

I am afraid not. Although FX8 motorcycle Bluetooth headset supports up to 8 riders group talk, FX6 only supports 6. The maximum intercom should be depend on the FX6, that means you can pair FX6 with FX8, but up to 6 for group communication in total.
