Yes, cellulose acetate like this will dissolve in strong solvents like acetone and methyl ethyl ketone.

Q: good for cutting out stencils?

I believe it would be okay but I use see thru plastic cutting sheet from the Dollar tree for stencils. In the kitchen section.

Q: Can I laser print on these?

This product is not recommended for laser printing. Grafix makes a laser version of their Computer Film which would be suitable.
