You can clean them if not wet or heavy dust. Clean with compressed air

Is the blue filter different material then white filter or difference just the color?

Mine were white. I'm not sure why their illustration is represented as blue.

It is best to just shake or blow them out unless they are really dirty. You can wash them carefully with just a water hose but not too much pressure and then let them dry in the sun before you use them again

Can you pick up water with it?

If you read your shop manual usually says to remove when vacuuming water. The float shuts off the suction when full. Wet stuff, just put the proper sleeve over it or I have rubber banded paper towels and then just threw them away when done. Saves wear and tear on your filter.
