Can i use with dewalt dwe 6423 orbital sander

It might fit but this pad is meant as a mount to use as a hook and loop set up with diamond grit concrete (or stone) sanding disks mounted onto it. Those require flooding the concrete with water and keeping it wet while doing the polishing. Your orbital sander may not be meant to be used in that wet an environment.

Can I use this to polish my car with the proper polishing pad attached?

Only if you have a variable speed grinder so you can run the polishing pad at a slow speed. Most car polishers are designed to orbit in an eliptical pattern thereby eliminating any circular patterns.
