You need to connect the two if a short distance, using 1.5mm Flex. But bear in mind that the total load over the two sockets not exceed 13Amps or 3.0 kilowatts. If you plan to exceed this you should connect with 2.5mm. Hope this helps.

Will the enclosure close when used with a transformer type plug?

No. There is only enough room for a standard size plug.

Can it be supplied with 10M of cable?

This is only supplied with 3m cable, this could be changed by a qualified electrician

Can the cover be locked to stop tampering

Yes, you can use a small padlock which would stop casual tampering, but the whole unit is made of plastic so it could be easily broken open if someone was determined.
