Does the phone rotate when the car is in motion? How stiff is the rotation of the mount itself?

Rotation is very smooth. Mine has rotated when moving but not as much as you'd think and only when taking sharp bends very quickly. A part of that as well is the placement of the magnet on the back of my phone. If it was central I don't think it would at all (mine is quite far down the back)

Can I buy just the magnetic part that holds the phone?

If you buy just the magnetic part , you will need to purchase a magnet as well . Without a dashboard magnet the magnetic holder will be of no use , so i suggest you buy the whole set like i did . You will like it .

Would this hold a tablet like kindle fire?

My estimation is that the magnet will hold ok. Not certain about the adhesive, if perfectly adhered, I imagine it would be ok, less than perfect application/ surface would be an issue as the surface area is quite small.
