Are these discs 'HTL' type with an inorganic dye or are they using the cheaper 'LTH' organic dye which degrades faster?

These are HTL, I have burned around 150 of these discs i.e. Bluray films not 1 failiure! good discs. hope this helps

Thy should work. However check your drive supports LTH type discs.Basically blu-Ray is a standard and all BD-R devices should be compatible. However some older devices only support one type of dye.LTH (Low to High) and HTL (High to Low) are the dye types. Basically a 1 or 0 are stored as light and dark dots on an optical disc. When the laser hits a dye section does the dye can get darker or lighter depending on the dye type.My Panasonic drive supports HTL and LTH type discs.I believe early BD-R devices only suppprted one type but I'm not sure which.Also check how many layers your drive supports.Single layer (25GB)Dual Later (50GB)BDXL triple layer (100GB)BDXL Quad layer (128GB)

Will this disc make a 'blu-ray dvd movie'? or are these just blu-ray data discs?

There aren't any difference between discs in terms of data or media. It all depend on the setting you choose when you burn them. If you choose to burn it as a data disc or a media disc, the recorder creates the structure on the disc and that's what it becomes.

Do these disc have glossy printable surface?

No, they have a "matt" printable surface.
