Can it be use in vehicles ?

Yes, I have used them to tap into my turn signals for the lights in my aftermarket mirrors. I have also used them for audio signal from the factory head unit. Both with great results.

Can these be used with 120v AC house current, or low voltage only?

Manufacturer literature says rated for up to 600VAC. I’m using them for 120VAC without issue in an appliance. It needs to be stranded wire, should never be covered in a wall, and frankly for home wiring there are easier ways to splice.

The wire that i'm tapping into (that's being poked) is 12 gauge. the wire that i'm stripping to attach to it is 22 gauge. what size/color do i need?

I'd go with the bigger size. Because the smaller gauge can be clamped down. It should work for you. Mine did adding 3rd brake light to factory wiring allows you to tap in very well.
