Mine did not come with staples, I searched for the lowest price and found some, I would probably suggest only getting the right type of staples--so be careful!

This stapler uses the STCR5019 series staple.

Q: Outward clinch meaning?

think of a desktop stapler - the points of the staple turn it on themselves due to the plate on the stapler's base - outward clinch is the opposite - the points bend out when the staple is shot - the curved ends look like a double sided pi symbol on a math problem - the staple is designed to bend in such a way that the staple sets in the insulation layers and holds together against itself and the insulation since there is no backer plate -- hope this helps
