I can't say for sure, but my opinion is that it would be very difficult to use for inner thighs. The arms of the gadget put up a lot of resistance, and you are supposed to grip them with your hands. If you aren't actually gripping them, and they are just placed between your thighs, I have a feeling that it would be unsafe -- that there would be a chance that they could slip out of position and hurt you. But that's just my opinion. I've never actually tried it that way.
