Q: Which speaker performs better, this one or the behringer b215xl?

That would depend on what you are looking for. This speaker has a wider range of tone and is made with wood which will give you a richer, deeper tone. The B215 is made of plastic. Depending on how much bass you require, both speakers would require subwoofers for chest thumping bass. However, as a single full range speaker the VP1520 will have a better sound.

Q: can you run these as full range speakers

If you have a power that is compatible with the watts of the speaker, you can do it. And the driver that the speaker has is 1.5" but is preferable that you change it for a 2" driver.

Q: what cable do you use to hook speakers up to receiver

This speaker has both 1/4" trs and speak on connectors

Q: would my 200 watt @ 8 ohm (200 per channel) be enough and sound good at lower or moderate volumes too ?

Yes, plenty. These are PA speakers so are incredibly efficient (94dB/W). I power mine with a Crown XLS 1002 normally but have also used them with a Lepai LP-2020A+ running off a AA battery pack (only 20WPC) and they still have an incredible amount of volume. In other words, just 10WPC will get you 104dB. Keep in mind they are really only rated to perform down to 45Hz (manually recommends a 50Hz high pass filter be used), so for best sound quality should be paired with a sub.
