Is it a fast drying ink? I cant get it to dry, I am stamping on poly labels

This ink is not meant to be used on poly labels(weather proof - plastic surface). The ink must be absorbed into the surface you are stamping or it will not dry.

Once stamped, does it dry fairly quickly or will it smear easily?

It dried quickly for me and did not smear.

Is it water based? Oil? Solvent?

I believe it is oil based - so it doesn't dry out quickly.
