Great question! Yes you can! You can play as many rank up cards as you want and each one played raises the value by 1.

No. The number of cards played by each player must stay the same throughout the round. If a round starts as singles it must stay singles. Players may only play multiple cards if it matches the number of cards played by the player that started the round, This is one of the reasons it is beneficial to win a round so that you can start the next one and play what you want to get rid of.
