these balls come deflated (I know they are listed this way) however how to you inflate them? there is nothing enclosed to inflate with like a straw or something.

You need a pump with a needle for inflating balls. If you have a bike tire pump, you can just buy an attachment that screws onto the end. You can probably get them from Amazon, or at any sporting goods store, or walmart or target. I just have a small hand pump the the needle screws straight onto. My grandchildren from 2 months to 11 years all enjoy these balls! Inflate less for smaller hands.I just checked, and you can get both here at Amazon. A pack of needles is $.89, and the pumps start around $3.00, including needles. Look for ball pumps.

What's the proper psi level?

I didn't measure our psi levels but we just inflated to a nice firmness. just inflate until you like the compressability. the balls are AWESOME!!!! we let the kids play with them in the house because they don't hurt when hit with one. i want more of these. they really are great.
