can this belt be cut down to length without damaging the integrity of the belt

Yes you absolutely can. Just slightly melt the edges after you cut, so they won't frey. There is no velcro on this belt.

Is the buckle plastic or metal?

It's metal but my buckle broke in 4 months and the paint does chip unfortunately. :-/

How is the belt released?

With the small lever on the bottom left of the buckel.
