Are these smooth or more of a textured material that covers the foam? Would I be able to apply a decal to this?

These are smooth, matt black paper coating over the foam.

will foam spring back if board cut? Is the center foam all black?

I used the boards to mount 8x10 photos and the edges of the boards are black. I'm not sure if it's black all the way through. I've tried cutting white foam board in the past and it was difficult with an X-Acto knife, but you might manage better than I. I found it difficult to cut through the three layers (backing papers & foam layer) without shredding the edges a bit.

At 3/16" could I cut/sink a vintage sports program flush & still have room to mat it.. possibly double mat as I do with most all?

Yes, I believe so. Maybe only a single mat though.
