My whistle is uneven, with about 1-2 mm overlap underneath, making it difficult to play; is this normal?

Yes, this is the original construction for metal whistles from the days before suitable seamless tubing was made. It shouldn't make it difficult to play, but newcomers to whistles need to get the hang of how much breath is needed to get the right sound from each make of whistle. Clarke's reason for making this version, with the plastic head was that the original version with the wooden stop in the integral head was less durable. This was if it got too wet or the makeup of sweets that children might have been sucking before playing damaged it. Otherwise the original style, one piece whistles should give their unique sound and pleasure for many years. I would add that the traditional Clarke whistle is lovely and with a particular whispy sound that many like. The Sweetone whistles are more robust, but retain something of the original sound, whilst being a bit easier to play.

Is this the same as the Clark Sweetone? or a different model?

Identical to look at as I have both.Tune wise the Sweetone sounds the best to me don't know why.

How do you clean it if you can't remove the head?

I just wipe mine with a disinfectant wet wipe

No, it doesn't come with a pouch. Most inexpensive whistles don't. The Clarke C is a classic, in fact, the first mass-produced whistle, dating to the 1830s. This is the D, the standard key for the ensemble playing of fiddle tunes. But no pouch.
