Is this an osha approved device?

If you have the new "OSHA" approved fuel tank with the inner screen it prevents using the fuel transfer pump. I have those new tanks and I have retrofitted them with vents to allow pouring and old-style nozzles. Be careful as the flow is quite fast when transferring.

Does it have a detonator?

A detonator?????!!!!!!. It is for transferring gas from the tank to a vehicle. The last thing this would have is a detonator. P.S. These things are defective. I ordered one and had to get replacement because the pump didn't work. The replacement didn't work either. Buy something else. On a positive note, the seller very quickly refunded my money.

I tested it with water but how does one get the water droplets out?

You have to run a small amount of fuel threw it to clean out the water. I would use a bucket to make sure you can see the water in the fuel.
