how does this compare in terms of " relief" to Sarna( brand)?

This product isn't anti-itch. Curel should change the name. Maybe it helps with some aspects of itchy skin, but it doesn't have any ingredient anti-itch ingredients. I feel sorry for anyone who thinks this is going to help and has no alternative available when they find out its name mislead them and it is useless against itch. It is a moisturizer for itchy skin. What does that mean? Here's an analogy: If your lawn was turning brown and the soil was dry, you might be attracted to a product that calls itself a "fertilizer for dry lawn." If you buy that and apply it as instructed, your lawn will die. Maybe your soil is deficient in certain chemicals, but fertilizer is not going to solve the immediate problem. You need water. Sarna contains Camphor 0.5%, Menthol 0.5% or Pramoxine Hydrochloride 1% or Hydrocortisone 1%. How is this compared to cerave ?

Calmed down my daughters hives much faster than cerave. Not oily or greasy either.

No. For open sores go with a triple antibiotic ointment so you don't get an infection.

Is this effective for intense itching from mosquito bites?

Intense itching nothing beats using prescription hydro cortisone cream. Curel probably won't be as effective.
