is the roof flat or sloped?

The roof is flat and the 1st rain, it leaked so much it was soaked inside. My daughter and I put a 2x2 shim across the back of the catio so it would slope. We also used silicone caulk along each side of the 2 strips of wood over the joints of the 3 roof pieces. These fixes worked perfectly for us.

Will this work inside, in my basement for fostering cats?

We bought it specifically to be inside. We rescued some feral cats that were pregnant and brought them inside. They used this space for a very short time before we knew it was just way too small. They had a LOT of kittens. But yes, if you have a cat it can be inside. But beware, the space on the floor is very small. So the litter box was an issue. Not enough height under the shelves, and no floor space. So we ended up cutting a square hole from the side and putting a path to an enclosed cat box on the outside that they couldn't get out of. Just something to think about. Before long we just let them out and they were fine. They still loved the shelves and playing and sleeping on them.

What kind of metal is the mesh made from? What is the wood painted with? I need to ensure finch safe.

Its super thin. The kittens nails haven't got hung yet. I would say it would be okay for a finch. I would definitely recommend apply a sealant to the woof first bc it's not treated. As much as they use the bathroom it would ruin it within a few months.

Would this work for small birds?

I wonder only because of the shelves. Can they fly around those easily enough? I don't own birds. But you have to have the shelves installed or the unit is too floppy. They help hold it's shape. Not sure I'd chose this for a bird.
