I usually wear an 8 do they run true to size? Are they form fitting, that's what I am looking for?

I wear a 7.5-8 but got an 8 for wearing with thick socks. With thicker socks on they fit perfectly. With bare feet or regular socks, these boots fit bigger on my foot. The 7 was too small for me for what it’s worth.

Are the matte boots not water resistent? (see comparison chart for water resistence level).

The description of the boot WE bought is > Rubber > Rubber sole > Durable lightweight rubber upper > Adjustable buckle strap on the side of the boot > Textile lining offers maximum comfort > Synthetic rubber sole provides great traction > Waterproof In other words, rubber, not leather. They appear to be of very good quality. I've no way of knowing whether they're genuine Hunter boots.
