Would these be okay for wax melts?

I wouldn't put them in the mould with the wax. I use a cooks blowtorch melt them a little then sprinkle the glitter on top of the melts

The chunky glitter is non-toxic, but inedible

Does the glitter sink to the bottom in resin ?

No they are fab glitters, give a really stunning finish, can't recommend enough!
