How can i fit this on a dof h3?

Screws and brackets (get creative). There is no ready-made or off-the-shelf solution for that.

What are the dimensions of the risers?

The risers provide a 5 inch lift from the default frame, and appear to be constructed of a 40/40 aluminum extrusion material.

how high is the top of the seat off of the floor using the risers? ( I want to use the chair at a desk with a hotas system)

Not high enough to use at a desk unless the desk height is 14 inches from the floor:). The riser only raises the seat about 5-6 inches
