Maybe a dumb question, but is there a different between a hammer drill and a drill with a hammer setting? Is this too powerful to use regularly?

There are no dumb questions except those not asked. If the word hammer is used in the description then you are dealing with a hammer drill. The hammer setting is designed for use with a masonry drill bit for use when drilling into concrete or bricks and is not beneficial when using a regular drill bit and drilling into regular surfaces. It is not a matter of being "too powerful" but a matter of being unnecessarily pounding on a surface where there is no need or benefit to pound. The hammer setting does not get used unless drilling with a masonry bit.

Does it have a 220 V charger? if not, can you provide with one 220v instead of 110v?

I realize this is an old question, but it never was really answered and I see the question all the time. The answer is that a standard Dewalt charger is rated for 110v to 260v. So, just the normal charger will work fine (actually better and faster) with 220v. The do this for exactly this reason, so the don't have to produce 2 separate chargers for their products. No "converter" needed. An adapter might be needed in certain countries due to plugs not being standard worldwide.

Will it do hammer only? Chipping?

Get a SDS hammer drill if you need to chip. I have 3 and they work well for light chipping.

Does this drill have enough torque for ice fishing with a 8” auger?
