I just purchased. On the stopper, is the top portion supposed to come off? When I pump it, you can pull out the upper portion away from the stopper.

The two pieces should always be connected. When you use the pump, you should pull the upper portion away until the bottom portion cannot be pulled out further. At that point, you can push the pump back in until the top part meets the bottom plastic piece. This total distance moved is about 1.5"-1.75". Be careful to not force the upper portion out when you pull it away; the top portion stopper should never come off and should always be part of the stopper. To ensure that air is removed from the bottle: If the wine bottle is 3/4 full, pump 10x. If the wine bottle is 1/2 full, pump 15x. If the wine bottle is 1/4 full, pump 20x.
