Can this be easily rolled up when not in use? & can we use it on the floor (not to sleep on, but to sit on and occasionally lie on for added comfort)

It can be rolled but you need to roll it tightly, maybe store it in a suction bag. If stored in that way, it's best to leave it out overnight before using on the bed so that it gets to maximum thickness. It will help with lying on the floor but I think you'd have to fold it as it's quite soft and will only give a little support.

Does this make you hot? Using a memory foam topper at the moment and I get too hot.

Heat is not really an issue for me so I can't answer that. I used to wake up with a hurting lower back. Changed the mattress to one too firm (oh what fun), changed the bedstead, tried different toppers and only this one helped. Back problem solved. Not noticed excess heat; then again it is like a thick duvet so it probably does insulate the bed.

Will it help with a springy matress

My mattress isn't springy. It has a ridge down the centre. The mattress topper has helped with this. I can't feel the ridge now.

Can I use an electric blanket with this mattress topper?

Not sure to be fair with a thick sheet it is more than warm, and the reverse if you want to stay cool use a thin sheet.
