Q: can these be used on quartz countertops and sink?

I would not hesitate to use these on quartz countertops or sink. I use them on my glass cooktop and they do a nice job.

Q: Will it scratch stainless steel appliances?

This blue side does not scratch. I haven't used the other side on my stainless steel.

Q: Can you clean dishes (pots/pans) with these?

Yes. That is mainly what I use it for. I have stainless steel pans and Teflon pans and this cleaning pad has one side to handle the stainless and one gentle side for the Teflon. I also use it for dishes and glassware.

Q: It's great that these towels get 99% germs- but how do you most effectively clean the towels to get germs out?

You can throw it in the washing machine on hot. I washed mine with my towels and it came out just fine. Just don’t use fabric softener
