No, these are not meant to be rock hard, but that's how they arrive, stale and hard! I was very disappointed when I received my order of these for my dogs, and left the appropriate feedback stating this. These should arrive fresh, but so many people say the same thing, they are very tiny and rock hard! Disappointed in them.
