What are the specifications for how water resistant this product is?

just that - water resistant - fine for a spot of rain but i guess a downpour wouldn't be good.

Will it fit on my dalmatians head.

I just tried it on my neighbours Llama and it fitted just fine. I think you could easily adjust it to fit a Dalmatian’s head.

does it include seat belt leads?

Comes with no Batteries By the construction of it I would say it is not water proof if dipped in water but if you are working out in the rain doing a job I do not think that the rain would stop it working. Never swum under water with it and would not rely on it under water.
