No, they do not have a cup sleeve. I would just add that sometimes you get what you pay for. I bought 2 pairs, never wore them, and wouldn’t buy them again.

Q: I'm between a size 30"-31" in waist, which is the best size?

I'm a size 32 waist and the 32's have room for me. The waistline is fastened with velcro so it's adjustable. The fly is also velcro and adjustable, to me these are great features. I like to move side to side front to back on me toes so I like things tight. Don't want my shorts falling down.

I would suggest the Medium, they do shrink a little after the wash/dreyer.

Q: Can it be used for swimming?

They can but there is no lining.
