Yes it's supposed to be dry and it usually does come with the seal partially broken, nothing to really worry about. I use this on wet skin in the shower and scrub until I've reached my desired level of exfoliation and then rinse. This stuff is the best abrasive exfoliation scrub that I've come across.. I use it all the time.

I got this as a gift so I didn’t read any reviews. But this stuff is wonderful! I’m actually on here to buy 3 as Christmas presents. My hands get so dry they get scaly in patches. They also are randomly allergic to some lotions which makes them even drier and I dread putting lotion on. This stuff works wonders. It smells SO good as a bonus. The oils you rub in create a protective barrier and they are super soft for hours afterward.
