can this be wired to a 12V battery fused? or do I need to get an inverter?

They need to be plugged into an inverter to use with a 12v car battery. I have two of them mounted in a rear panel of my FJ Cruiser. They are plugged into an inverter that is wired to a secondary battery.

So do you add an outlet on the indoor end or just have the wire hanging out of your wall?

I used it on a unfinished garage and just plugged it into an outlet inside but if you're using it on a trailer, house or finished garage you're better off putting a GFI receptacle and box outside.
