Can you adjust the height of the top mesh shelf so it is closer to the top wooden shelf (so closer than 20.5cm?)?

It is only adjustable in the sense that you can make the shelves sit straight or slanted. So on one length (front or back) it is a fixed height, and on the other length, there are two holes in the frame so you can adjust the height to make each shelf flat or slanted. I hope that makes sense. If you have anything that can make holes in the metal, you could attempt a DIY, but the frame is pretty sturdy.

how many inches between shelves?

6.5"ish between the bottom two tiers, 7.25" roughly from the underside of the frame beneath the wood shelf and the first mesh shelf, deep enough for a man's low boot.

Can you remove the legs to make it a bit shorter?
