why does it say Valmont instead of Sisley?

This is a Sisley product. Valmont does not make any product with black rose. This is an error of description by the seller.

Why the price is cheaper than other retailers?

Because if you're getting it from Hong Kong it is cheaper. That's where I get mine. Sometimes Amazon has it in stock if not it comes from Hong Kong. It's the same as if you bought it in the store but I a lot cheaper.
