Does this hat have a soft or stiffer bill?

The brim of the hat is stiff. It seems to be preshaped by the manufacturer. Meaning you can't flip up the brim or pull it down more . The crown piece itself is soft. Nice hat. Hope that helped.

Is it one size fits all?

Yes. Good hat rain or sunshine. Ware mine everyday.

I would say yes. This hat has survived water parks, cruises, beaches, the river.... I've never put it in the washer but I've put it through way worse! Great hat, it has many lives!

Have they corrected the issue with folding for packing & shipping?

I had no problem with that. Hat is great.
