Q: For the handrail, does the washer go with the screwhead or with the nut?

I put the washer with the nut. You want to make sure that the nut does not work loose, the washer insures that the nut doesn't work itself loose.

Q: 4 step ladder. Could someone confirm top step to floor is 42.5 inches. Is ladder sturdy for a 180 lb person? thanks

My ladder is a 3 step ladder and it is 28" from top step to floor. Yes...it holds my 195 lb husband without any problem; he doesn't go higher than the 2nd step.

No, the side rails do not fold flat. The ladder itself does fold thinner but the rails stick out about 6 inches more. The rails are bolted on (it is a DIY job). Also, the ladder is not as sturdy as I hoped it would be compared to my old one.
