It says with charger but i dont see it.. does it include battery charger?

from the description it says "with Dual Chemistry Charger". You can buy Ryobi tools "Bare-Tool", meaning you don't get the Battery or the Charger. This works great if you already have a 18v Ryobi battery and charger. Much lower cost as well. But it looks like, in your case, they provide both.

does it remove lug nuts?

I use this to remove tires on Forklifts. Lots of power. Just as strong as an air impact without the hose. I'm a believer these have coma a long way.
