Do the drawers lock in place or slide freely?

They don't lock. They have a catch at the back you keep them from falling out if pulled out too far. As an aside, it is well built and works great. It's nice to have the drawer separators for small items.

Are drawers dividers included and if so how many?

How wide are the wall mounting holes? My garage has 24" on center studs...

will this fit a cell phone?

Yes the smaller phones will fit...mine is iPhone 5C. But I don't think the larger ones will fit
